Came across this PAL M4 recently. It is in very good shape and does not appear to be GI fox-hole sharpened, but does exhibit some striations indicating that it has been sharpened. The blade is all there and has not been abused with a file or stone. The striations show up very amplified in the photo, but they are not that deep. Does this look like a factory-sharpened blade?

The flat part (top on the picture) shows heavy tool marks from machinery. That is certainly at factory.
The edge (bottom of the picture) has traces of sharpening with as others have stated a file.
One can use a file and left no trace as such if skilled.
On a still perfect finished blade, the edge would appear as a thin white line. On a less well preserved one, which may have been subject to light rust, this line will have a color close to the rest of the blade but should still show a specific angle few blade sharpened would keep.

Probably got my moneys worth. I have seen them abused a lot worse and sell for more than the $40 I have in this one and a metal-tipped sheath to boot. Not a M8, but an M8A1.

I would say yep, you did get your money's worth even without seeing the grip/pommel.

Yep for $40 you did great. I don't have a PAL yet in my M4 collection. I just picked up an Aerial [Cutlery Company] made in Marinette, Wisconsin. It has a well used look but not sharpened. Happy to have one from my home state!

Grip perfect, leather and spacers nice and tight. Just normal aging on the leather, nice dark brown. The PWH sheath is in very good shape as well. Looks like it was only sharpened once and put-away. I couldn’t pass it up for the price.
