Did Winchester ever have a barrel shortage during early production?  If so, did Inland ever transfer barrels to Winchester?

I don't believe so, and I just confirmed it by looking in WB1, that's not to say someone else has more current information.

I saw post on CMP. Being a springtube it would be an earlier Winchester. What is the date on the Inland Barrel?
